The ranking is almost insensitive to r across 0.1–0.99 on the network (minimum rho 0.987 at r = 0.99), so the relaxation fraction is not a major source of uncertainty — though the top-20 itself shifts at r = 0.99 (overlap 5/20; 15+/20 elsewhere).
